CHAP. 175.— An Act For the relief of Fannie M. Higgins. February 9, 1925.[[H. R. 1860](/us/bill/68/hr/1860).][[Private, No. 132](/us/pvtl/68/132).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, Fannie M. Higgins.Payment to, for death of husband. That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated to Fannie M. Higgins the sum of $3,000 for all damages suffered by reason of her husband, John H.
Higgins, being struck and fatally injured by a Government automobile which was driven *Provisos*.Attorney’s, etc. fees restricted.by a regularly enlisted soldier of the United States Army: *Provided*, That no part of the amount of any item appropriated in this bill in excess of 5 per centum thereof shall be paid or delivered to or received by any agent or agents, attorney or attorneys, on account of services rendered or advances made in connection with Limitation of attorneys’ fees.said claim: *Provided further*, That it shall be unlawful for any agent or agents, attorney or attorneys, to exact, collect, withhold, or receive any sum which in the aggregate exceeds 5 per centum of the amount of any item appropriated in this bill on account of services rendered or advances made in connection with said claim, any Punishment for violation.contract to the contrary notwithstanding.
Any person violating the provisions of this Act shall be deemed guilty of a misdemeanor, and upon conviction thereof shall be fined in any sum not less than $300 nor more than $2,000. Approved, February 9, 1925.
