CHAP. 48.— An Act Granting the consent of Congress to the cities of Grand Forks, North Dakota, and East Grand Forks, Minnesota, or either of them, to construct, maintain, and operate a dam across the Red River of the North. R. 12777](/us/bill/68/hr/12777).][[Public, No. 397](/us/pl/68/397).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, That the consentRed River of the North.Dam authorized across, by Grand Forks, N.
Dak., and East Grand Forks, Minn. of Congress is hereby granted to the cities of Grand Forks, North Dakota, and East Grand Forks, Minnesota, or either of them, to construct, maintain, and operate at a point suitable to the interests of navigation, a dam across the Red River of the North at or near the cities of Grand Forks, North Dakota, and East Grand Forks, Minnesota: *Provided*, That the work shall not be commenced until*Provisos*.Approval of plans. the plans therefor have been filed with and approved by the Chief of Engineers, United States Army, and by the Secretary of War: *Provided further*, That this Act shall not be construed to authorize Use restricted.the use of such dam to develop water power or generate electricity. 1220 Sec. 2.
Commencement and completion. That this Act shall be null and void unless the actual construction of this dam hereby authorized is commenced within two years and completed within four years from the date hereof. Sec. 3. Amendment. That the right to alter, amend, or repeal this Act is hereby expressly reserved. Approved, January 31, 1923.
