Payment to, for death of daughters. Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Jesse Goodin, of Pensacola, Florida, the sum of $3,000 as full compensation for the death of his daughters, Alice and Lillie Goodin, on March 1, 1921, on account of having been struck by United States Navy (N-10) seaplane (A 2458) while piloted by John W.
