That the special committee of the Senate and House of Representatives, appointed in accordance with the last proviso of section 13 of the Act entitled “An Act to increase the efficiency of the Army, Navy, Marine Corps, Coast Guard, Coast and Geodetic Survey, and Public Health Service,” approved May 18, 1920, be, and it is hereby authorized to make the report required in said section not later than the first Monday in March, 1922, notwithstanding that the said Act requires the report to be made on or before the first Monday in January, 1922.
