That the Secretary of War be, and he is hereby, authorized in his discretion, and under such rules and regulations as he may prescribe, to place at the disposal of the Governor of Kansas for temporary use such emergency hospital equipment as is not needed by the Government and as may be required to meet the needs of emergency hospitals in the State of Kansas in their efforts to check the present influenza epidemic in that State.
