J. That the consent of Congress is hereby granted to the Delaware River Bridge Joint Commission, acting in behalf of the States of Pennsylvania and New Jersey and the city of Philadelphia, to construct, maintain, and operate a bridge and approaches thereto across the Delaware River at a point suitable to the interests of navigation at or between Green Street and South Street in Philadelphia, Pennsylvania, and points approximately opposite in Camden, New Jersey, in accordance with the provisionsConstruction.
