Willard.Payment to. That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay to E. Willard, of Willard, Washington, out of any money in the Treasury of the United States not otherwise appropriated, the sum of S60 to compensate him for damages and losses sustained by reason of the negligence of employees of the United States Forest Service.
