That the Secretary of555War is hereby authorized and directed to sell at public or privateSale of surplus, authorized. sale, under such rules and regulations as he may prescribe, all dental outfits in excess of the needs of the Government, preferentially to persons who served in the Army, Navy, Marine Corps, Coast Guard, or the American Red Cross of the United States during the recent war and who are at the time of such sale licensed to practice dentistry; but not more than one set of dental supplies shall be sold at privateRestriction. sale to any one person.
