CHAP. 38.— An Act Providing for the relief of such populations in Europe, and countries contiguous thereto, outside of Germany, German-Austria, Hungary, Bulgaria, and Turkey, as may be determined upon by the President as necessary. R. 13708](/us/bill/65/hr/13708).][[Public, No. 274](/us/pl/65/270).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, That for the participation European populations.Food, etc., supplies for relief of.by the Government of the United States in the furnishing of foodstuffs and other urgent supplies, and for the transportation, dis tribution, and administration thereof to such populations in Europe, and countries contiguous thereto, outside of Germany, German-Austria, Countries excluded.Hungary, Bulgaria, and Turkey: *Provided, however*, That *Provisos*.Populations in Turkish Asia Minor to receive.Armenians, Syrians, Greeks, and other Christian and Jewish populations of Asia Minor, now or formerly subjects of Turkey may be included within the populations to receive relief under this Act, as may be determined upon by the President from time to time as necessary, and for each and every purpose connected therewith, in Appropriation.the discretion of the President, there is appropriated out of any money in the Treasury not otherwise appropriated, $100,000,000, which may be used as a revolving fund until June thirtieth, nineteen hundred and nineteen, and which shall be audited in the same manner as other expenditures of the Government: *Provided*, That expenditures Reimbursement.hereunder shall be reimbursed so far as possible by the Governments or subdivisions thereof or the peoples to whom relief is furnished: *Provided further*, That a report of the receipts, expenditures and an itemized statement of such receipts and expenditures Detailed report to Congress.made under this appropriation shall be submitted to Congress not later than the first day of the next regular session: *And provided further*, That so far as said fund shall be expended for the purchase of wheat Preference to American grown wheat.to be donated preference shall be given to grain grown in the United States.
