CHAP. 18.— An Act To authorize the President of the United States to appoint Harry Graham captain of Infantry. February 19, 1918.[[S. 1418](/us/bill/65/s/1418).][[Private, No. 4](/us/pvtl/65/4).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, That the President of theHarry Graham.May be appointed captain of Infantry. United States, in his discretion, be, and he is hereby, authorized to appoint, by and with the advice and consent of the Senate, Harry Graham, formerly a captain of Infantry, a captain of Infantry, to takeNo back pay, and no increase of Infantry captains. rank at the foot of the list of captains of Infantry; and that no back pay or allowances shall accrue as a result of the passage of this Act, and there shall be no increase in the total number of captains of Infantry now authorized by law by reason of the passage of this Act. [Note by the Department of State.—The foregoing act having been presented to the President of the United States for his approval, and not having been returned by him to the house of Congress in which it originated within the time prescribed by the Constitution of the United States, has become a law without his approval.] Received by the President, February 19, 1918.
