CHAP. 55.— AN ACT Making appropriations to supply further additional urgent deficiencies in appropriations for the fiscal year nineteen hundred and sixteen and prior fiscal years. March 31, 1916.[[H. R. 13043](/us/bill/64/hr/13043).][[Public, No. 40](/us/pl/64/40).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,* That the following sums are Urgent deficiencies appropriations.appropriated, out of any money in the Treasury not otherwise appropriated, to supply further additional urgent deficiencies in appropriations for the fiscal year nineteen hundred and sixteen and prior fiscal years, namely:
DISTRICT OF COLUMBIA. District of Columbia. courts and prisons. Courts and prisons. Support of convicts: For support of convicts, including the same Support of convicts.objects specified under this head in the District of Columbia appropriation Act for the fiscal year nineteen hundred and sixteen, $60,000. Supreme court: For fees of witnesses and payment of the actual Supreme Court. Witness’ fees.expenses of witnesses in said court, as provided by section eight hundred and fifty, Revised Statutes of the United States, $2,000.
For fees of jurors, $8,000. Jurors’ fees. For such miscellaneous expenses as may be authorized by the Miscellaneous court expenses.Attorney General, including the same objects specified under this head in the District of Columbia appropriation Act for the fiscal year nineteen hundred and sixteen, $2,000. 42 For such miscellaneous expenses as may be authorized by the Attorney General, including the same objects specified under this head in the District of Columbia appropriation Acts for the fiscal years that follow:
Nineteen hundred and fifteen, $3,010.64; Nineteen hundred and fourteen, $192.25; Nineteen hundred and eleven, $6.60. Half from District revenues. One-half of the foregoing amounts to meet deficiencies in the appropriations on account of the District of Columbia shall be paid from the revenues of the District of Columbia and one-half from any money in the Treasury not otherwise appropriated. Platt National Park, Okla. To cover the cost of repairing damage to bridges, roads, trails, buildings, and so forth, in the Platt National Park, Oklahoma, $10,000. DEPARTMENT OF JUSTICE. For miscellaneous expenditures, including the same objects specified under this head in the legislative, executive, and judicial appropriation Act for the fiscal year nineteen hundred and twelve, 55 cents. public buildings. Leavenworth, Kansas, Penitentiary: For continuing construction, $50,000, to remain available until expended, all of which sum shall be so expended as to give the maximum amount of employment to the inmates of said penitentiary. Atlanta, Ga. Atlanta, Georgia, Penitentiary: For continuing construction, $25,000, to remain available until expended, all of which sum shall be so expended as to give the maximum amount of employment to the inmates of said penitentiary. 43 miscellaneous objects.

The provisions of section twenty-one of the legislative, executive, and judicial Act, approved May twenty-eighth, eighteen hundred and ninety-six, shall not be construed as impairing the right of said commissioner to receive said salary as herein provided.
District courts: The salary of the United States district judge South Carolina western district. Pay of judge. Vol. 38, p. 961.for the western district of South Carolina from April twentieth to June thirtieth, nineteen hundred and fifteen, inclusive, at the rate of $6,000 per annum, $1,183.33, is authorized to be paid from the appropriation for pay of district judges contained in the legislative, executive, and judicial appropriation Act for the fiscal year nineteen hundred and fifteen.

For salaries, fees, and expenses of United States marshals and Marshals.their deputies, including the same objects specified under this head in the sundry civil appropriation Act for the fiscal year nineteen hundred and sixteen, $50,000. For salaries, fees, and expenses of United States marshals and their deputies, including the same objects specified under this head in the sundry civil appropriation Act for the fiscal year nineteen hundred and fifteen, $27,633.91.
For salaries of United States district attorneys and expenses of District attorneys.United States district attorneys and their regular assistants, including the same objects specified under this head in the sundry civil appropriation Act for the fiscal year nineteen hundred and sixteen, $5,000. For salaries of United States district attorneys and expenses of United States district attorneys and their regular assistants, including the same objects specified under this head in the sundry civil appropriation Act for the fiscal year nineteen hundred and thirteen, 33 cents.
For fees of United States commissioners and justices of the peace Commissioners, etc.acting under section one thousand and fourteen, Revised Statutes of the United States, $30,000. For fees of jurors, $25,000. Jurors’ fees. Fees of witnesses: For fees of witnesses and for payment of the Witness’ fees.actual expenses of witnesses, as provided by section eight hundred and fifty, Revised Statutes of the United States, $100,000. For bailiffs and criers, including the same objects specified under Bailiffs, etc.this head in the sundry civil appropriation Act for the fiscal year nineteen hundred and fifteen, $444.82. 44 Miscellaneous expenses.
For such miscellaneous expenses as may be authorized by the Attorney General, including the same objects specified under this head in the sundry civil appropriation Acts for the fiscal years that follow: Nineteen hundred and thirteen, $92.23; Nineteen hundred and twelve, $218.17; Nineteen hundred am ten, $82.80. Support of prisoners. For support of United States prisoners, including the same objects specified under this head in the sundry civil appropriation Act for the fiscal year nineteen hundred and sixteen, $200,000.

For subsistence, including the same objects specified under this head in the sundry civil appropriation Act for the fiscal year nineteen hundred and sixteen, $27,500. For clothing, transportation, and traveling expenses, including the same objects specified under this head in the sundry civil appropriation Act for the fiscal year nineteen hundred and sixteen, $19,500.
