CHAP. 210.— An Act Making appropriations to supply urgent deficiencies in appropriations for the Military and Naval Establishments for the fiscal year ending June thirtieth, nineteen hundred and sixteen, and for other purposes. July 1, 1916. [[H. R. 16678](/us/bill/64/hr/16678).] [[Public, No. 133](/us/pl/64/133).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, * Urgent deficiencies appropriation for Army and Navy.
That the following sums are appropriated, out of any money in the Treasury not otherwise appropriated, to supply urgent deficiencies in appropriations for the Military and Naval Establishments for the fiscal year ending June thirtieth, nineteen hundred and sixteen, and for other purposes, namely: MILITARY ESTABLISHMENT.Army. For the following to meet expenses on account of the MilitaryEmergency stated.*Post*, p. 339. Establishment, incurred and to be incurred during the fiscal years nineteen hundred and sixteen and nineteen hundred and seventeen, because of, or incident to, an emergency demanding the use of troops in addition to the Regular Army, namely: office of the chief signal officer.Signal service.
Signal Service of the Army: For expenses of the Signal Service ofExpenses. the Army, including the same objects specified under this head in the Army appropriation Act for the fiscal year nineteen hundred and sixteen, and for radio installations, motorcycles, and motor-driven vehicles used for technical purposes, $250,000. Radio installations on the Mexican border: For the purchase andRadio installations on Mexican border. installation of radio stations on the Mexican border, including the necessary buildings and other accessories, to be erected on the military reservations at Fort Huachuca, Arizona, Fort McIntosh, Texas, and Fort Bliss, Texas, $60,000. quartermaster corps.Quartermaster Corps.
Pay of the Army: For pay of officers and enlisted men of thePay.National Guard ordered into service. National Guard who were ordered into the service of the United States by the President, from the date of their arrival at their company rendezvous to June thirtieth, nineteen hundred and sixteen, $1,648,000. Mileage: For mileage to officers of the Regular Army for travel incidentMileage. to the examination and mustering in to the service of the United States of the National Guard, $50,000.
Subsistence: For subsistence of the Army, including the same objectsSubsistence. specified under this head in the Army appropriation Act for the fiscal year nineteen hundred and sixteen, $623,700. Regular supplies: For regular supplies, Quartermaster Corps, includingRegular supplies. the same objects specified under this head in the Army appropriation Act for the fiscal year nineteen hundred and sixteen, $105,410. Incidental expenses, Quartermaster Corps: For incidental expenses,Incidental expenses.
Quartermaster Corps, including the same objects specified under this head in the Army appropriation Act for the fiscal year nineteen hundred and sixteen, $57,620. Horses for Cavalry, Artillery, Engineers, and so forth: For theHorses. purchase of horses for Cavalry, Artillery, Engineers, and so forth, in-338cluding the same objects specified under this head in the Army appropriation Act for the fiscal year nineteen hundred and sixteen, $8,025,965. Barracks and quarters: For barracks and quarters, including theBarracks and quarters. same objects specified under this head in the Army appropriation Act for the fiscal year nineteen hundred and sixteen, $35,000.
Transportation: For transportation of the Army and its supplies,Transportation. including the same objects specified under this head in the Army appropriation Act for the fiscal year nineteen hundred and sixteen, $9,983,213.83. Water and sewers at military posts: For water and sewers at militaryWater and sewers at posts. posts, including the same objects specified under this head in the Army appropriation Act for the fiscal year nineteen hundred and sixteen, $70,000. Clothing, and camp and garrison equipage:
For clothing, and campClothing, and camp and garrison equipage. and garrison equipage, including the same objects specified under this head in the Army appropriation Act for the fiscal year nineteen hundred and sixteen, $3,791,160. Construction and repair of hospitals: For construction and repairHospitals. of hospitals, including the same objects specified under this head in the Army appropriation Act for the fiscal year nineteen hundred and sixteen, $100,000. *Provided, *That all the money hereinbefore appropriated under the*Proviso.*Combination of funds. titles Subsistence of the Army;
Regular supplies, Quartermaster Corps; Incidental expenses, Quartermaster Corps; Transportation of the Army and its supplies; Water and sewers at military posts, and Clothing and camp and garrison equipage, shall be disbursed and accounted for by officers and agents of the Quartermaster Corps as “Supplies, Services, and Transportation, Quartermaster Corps,” and for that purpose shall constitute one fund. MEDICAL DEPARTMENT.Medical Department. Medical and Hospital Department: For medical and hospitalSupplies, etc. department, including the same objects specified under this head in the Army appropriation Act for the fiscal year nineteen hundred and sixteen, $1,584,000. engineer department.Engineer Department.
Engineer depots: For incidental expenses for the depots includingDepots. the same objects specified under this head in the Army appropriation Act for the fiscal year nineteen hundred and sixteen, $10,000. Engineer equipment of troops: For pontoon material, tools, instruments,Engineer equipment of troops. supplies, and appliances required for use in the engineer equipment of troops, for military surveys, and for engineer operations in the field, including the purchase and preparation of engineer manuals and procurement of special paper for same, $200,000.
Civilian assistants to Engineer officers: For services of surveyors,Civilian assistants. survey parties, draftsmen, photographers, master laborers, and clerks to Engineer officers on the staffs of division, corps, and department commanders, $10,000. Engineer operations in the field: For expenses incident to militaryOperations in the field. engineer operations in the field, including the purchase of material and such expenses as are ordinarily provided for under appropriations forExpenses.
“Engineer depots,” “Civilian assistants to engineer officers,” and “Maps, War Department,” and including temporary rental of storehouse in the District of Columbia, $600,000. 339 WAR DEPARTMENT.War Department. signal office.Signa] Office. The limitation on the services of skilled draftsmen and such otherAmount for technical services increased.*Ante*, p. 91. services as the Secretary of War may deem necessary to be employed in the Signal Office, contained in the legislative, executive, and judicial appropriation Act for the fiscal year nineteen hundred and seventeen, is increased from $30,000 to $53,280. adjutant general’s office.Adjutant General’s Office.
To reimburse the Bureau of Engraving and Printing for materialExpense of commissions under national defense Act. and labor used in furnishing such commissions as are required by the War Department for officers of the Army under the Act approved June*Ante*, p. 166. third, nineteen hundred and sixteen, “For making further and more effectual provision for the national defense, and for other purposes,” including cost of engraving and printing same, $6,000, to remain available during the fiscal year nineteen hundred and seventeen.
NAVAL ESTABLISHMENT.Navy. bureau of medicine and surgery.Bureau of Medicine and Surgery. Medical Department: For surgeons’ necessaries for vessels in commission,Surgeons’ necessaries, etc. navy yards, naval stations, Marine Corps, and for the civil establishment at the several naval hospitals, navy yards, naval medical supply depots, Naval Medical School, Washington, and Naval Academy, $55,000. Transportation of remains: For transportation of remains, includingTransferring remains. the same objects specified under this head in the naval appropriation Act for the fiscal year nineteen hundred and sixteen, $6,000.
MARINE CORPS.Marine Corps. Provisions, Marine Corps: For provisions, including the sameProvisions. objects specified under this head in the naval appropriation Act for the fiscal year nineteen hundred and sixteen, $100,000. Military stores, Marine Corps: For military stores, including theMilitary stores. same objects specified under this head in the naval appropriation Act for the fiscal year nineteen hundred and sixteen, $105,000. Contingent, Marine Corps: For contingent expenses, including theContingent. same objects specified under this head in the naval appropriation Act for the fiscal year nineteen hundred and sixteen, $60,000.
