That in the construction of the public building at Roseburg, Oregon, authorized by the Act approved March fourth, nineteen hundred and thirteen (Thirty-seventh United States Statutes, page eight hundred and seventy-two), accomodations shall be provided therein for the United States post office, and other governmental offices.
