Appropriation for representation at.That there be appropriated, out of any money in the Treasury of the United States not otherwise appropriated, the sum of $4,500 to defray the expenses of delegates, to be designated by the President of the United States, to the Fourteenth International Congress on Alcoholism, at Milan, Italy, September, nineteen hundred and thirteen, including secretarial and stenographic work and transcription of reports.
