CHAP. 87.— An Act For the relief of Gibbes Lykes.February 28, 1913.[[S. 6176](/us/bill/62/s/6176).][[Public, No. 395](/us/pl/62/395).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*,Army.Gibbes Lykes may be appointed second lieutenant of cavalry. That the President be, and he is hereby, authorized to nominate and, by and with the advice and consent of the Senate, to appoint Gibbes Lykes, late a second lieutenant of cavalry in the United States Army, to be a second lieutenant of cavalry in the United States Army, to take rank at the foot of the list of second lieutenants of cavalry: *Provided*, That no back pay or*Proviso*.No back pay, etc. allowances shall accrue by reason of the passage of this Act.
