CHAP. 219.— AN ACT To promote the erection of a memorial in conjunction with a Perry’s victory centennial celebration on Put-in-Bay Island during the year nineteen hundred and thirteen in commemoration of the one hundredth anniversary of the Battle of Lake Erie and the northwestern campaign of General William Henry Harrison in the War of Eighteen hundred and twelve. March 3, 1911. *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, That Perry’s victory on Lake Erie.there is hereby appropriated, out of any money in the Treasury of the United States not otherwise Appropriation for memorial on Put-in- Bay Island, etc.appropriated, the sum of two hundred and fifty thousand dollars toward the erection of a memorial in commemoration of the victory of Commodore Oliver Hazard Perry on Lake Erie and in aid of the Perry's victory centennial celebration, to be held during the year nineteen hundred and thirteen, on Put-in-Bay Island, Lake Erie, Ohio, the same to be disbursed by the Perry’s Victory Centennial Commission.
Sec.2.That the President is hereby authorized to appoint three citizens of the United States as commissionersCommission to centennial celebration.of the said Perry’s victory centennial, who shall serve without pay, but who shall be reimbursed Appointment.and paid out of the money herein appropriated for their actual and necessary expenses in attending their official duties, of whom one shall be chosen from the Army and one from the Navy, to represent the National Government in the proposed celebration and in the erection of the proposed Perry memorial, in conjunction with the commissioners representing the several participating States.
Sec.3.That the making of the appropriation providedNo further obligation incurred.for in section one of this Act shall in no way operate, by implication or otherwise, to require the United States to incur any further debt or obligation in connection with the erection of such memorial or in connection with said centennial celebration. Sec.4.That the money appropriated by this Act shall be paid Disbursementout on the order of the Secretary of the Treasury of the United States from time to time and to the treasurer of the organization engaged in the erection of such monument and in promoting and in holding the said centennial celebration, and on said Secretary being satisfied the money appropriated will be disbursed for the objects, uses, and purposes expressed in section one of this Act: *Provided,**Proviso.*That no part of the sum hereby appropriated shall be available for the said Perry’s victory centennial celebrationContingent upon contribution by States.until the said United States commissioners are satisfied that a sufficient sum has been appropriated by the States participating therein, including the amount hereby appropriated, for the completion of said memorial.
