Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, to Christina Rockwell, surviving widow of O.
P. Rockwell, the sum of one thousand and seventy-three dollars and thirteen cents, said sum being due the said O. P. Rockwell, and never paid, as a mail contractor for star mail service in Utah during the contract term July first, eighteen hundred and sixty-two, to June thirtieth, eighteen hundred and sixty-six.
