CHAP. 503.— An Act To authorize the Campbell Lumber Company to construct a bridge across the Saint Francis River in Clay County, Arkansas, at or near the point where the section line between sections twenty-one and twenty-eight, township nineteen north, range nine east, touches said river. February 23, 1906. [[H. R. 13567](/us/bill/59/hr/13567).] [[Public, No. 22](/us/pl/59/22).] *Be it enacted by the Senate and House, of Representatives of the United States of American Congress assembled*, That the Campbell LumberSaint Francis River, Ark.Campbell Lumber Company may bridge.
Company, a corporation organized under the laws of the State of Missouri, its successors and assigns, be, and it is hereby, authorized and empowered to construct, maintain, and operate a railroad bridge and approaches thereto over and across the Saint Francis River, at orLocation. near the point where the section line between sections twenty-one and twenty-eight, township nineteen north, range nine east, touches said river. Sec. 2. That any bridge constructed under the authority of this Act Secretary of War to approve plans, etc.shall be built and located under and subject to such regulations for the security of the navigation of said river as the Secretary of War shall prescribe, and to secure such object said corporation or its assigns shall submit to the Secretary of War. for his examination and approval, a design and drawing of the bridge and a map of the location, and until the said plan and location are approved by the Secretary of War the bridge shall not be commenced or built, and should any change be madeChanges. in the plan of said bridge during construction or after completion such change shall be likewise subject to the approval of the Secretary of War, and any changes in said bridge required by the Secretary of War at any time shall be made promptly by the said corporation or its assigns at its expense: *Provided,* That if the bridge herein authorized*Proviso.*Opening draw. be built as a drawbridge, the draw shall be opened promptly, on reasonable signal, for the passage of boats, and whatever kind of bridge isLights, etc. built the said corporation or its assigns shall maintain thereon, from 20sunset to sunrise, such lights or other signals as the Light-House Board shall prescribe.
Sec. 3. Regulations. That said bridge be so constructed as to provide for the passage of railway trains over the same, and shall be operated under such rules and regulations as may be laid down by the proper officers of said corporation not in conflict with the rules and regulations provided by the Secretary of War. Sec. 4. Lawful structure and post route. That the bridge to be built under this Act, and subject to its limitations, shall be a lawful structure and shall be recognized and known as a post-road, upon which no higher charge shall be made for the transportation over the same of the mails, troops, and munitions of war of the United States than the rate per mile paid for such transportation over public highways leading to said bridge, and said bridge shall enjoy the rights and privileges of other post-roads in the United States, and the United States shall have the right of way across said bridge and its approaches for postal, telegraph, and telephone purposes, Telegraph, etc., rights.and equal privileges in the use of said bridge shall be granted to all telegraph and telephone companies.
Sec. 5. Time of construction. That this Act shall be null and void if actual construction of the bridge herein authorized is not commenced within one year and completed within three years from the date of the approval hereof. Sec. 6. Amendment. That the right to alter, amend, or repeal this Act is hereby expressly reserved. Approved, February 23, 1906.
