CHAP. 1633.— An Act Making appropriations to supply additional urgent deficiencies in the appropriations for the fiscal year ending June thirtieth, nineteen hundred and six, and for prior years, and for other purposes. April 16, 1906. [[H. R. 17359](/us/bill/34/hr/17359).] [[Public, No. 105](/us/pl/34/105).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, Urgent deficiencies appropriations. That the following sums be, and the same are hereby, appropriated, out of any money in the Treasury not otherwise appropriated, to supply deficiencies in the appropriations for the fiscal year nineteen hundred and six, and for prior years, and for other objects hereinafter stated, namely:
DEPARTMENT OF STATE.Department of State. Third International conference of American States.Expenses.To meet the actual and necessary expenses of the delegates of the United States to the Third International Conference of American States to be held at the city of Rio de Janeiro, beginning on the twenty- first day of July, nineteen hundred and six, and of their salaried clerical assistants, to be expended in the discretion of the Secretary of State, and to continue available during the fiscal year nineteen hundred and seven, seventy-five thousand dollars.
Second International Peace Conference at The Hague.Compensation, etc., of commission.To enable the Government to participate in the Second International Peace Conference to be convened at The Hague, the Netherlands, and for the payment of the compensation and expenses of a commission thereto on the part of the United States, fifty thousand dollars, or so much thereof as may be necessary, to be expended under the direction of the Secretary of State, and to continue available during the fiscal year nineteen hundred and seven.
International Conference for Revision of Geneva Convention.To enable the Government to participate in the International Conference for the Revision of the Geneva Convention of August twenty-second, eighteen hundred and sixty-four, which is to convene at Geneva, Compensation, etc., of delegates.Switzerland, on June eleventh, nineteen hundred and six, and for the payment of the compensation and expenses of delegates thereto on the part of the United States, of whom one shall be an officer of the Army 119and one of the Navy, fifteen thousand dollars, or as much thereof as may be necessary, to be expended under the direction of the Secretary of State, and to continue available during the fiscal year nineteen hundred and seven.
TREASURY DEPARTMENT.Treasury Department. For transportation of fractional silver coin, by registered mail orFractional silver coin.Transportation. otherwise, ten thousand dollars: and in expending this sum the Secretary of the Treasury is authorized and directed to transport from the Treasury or subtreasuries, free of charge, fractional silver coin, when requested to do so: *Provided,* That an equal amount in coin or currency*Proviso.*Deposit of equal amount of coin, etc.Report. shall have been deposited in the Treasury or such subtreasuries by the applicant or applicants.
And the Secretary of the Treasury shall report to Congress the cost arising under this appropriation. INTERSTATE COMMERCE COMMISSION.Interstate Commerce Commission. To enable the Interstate Commerce Commission to give effect to theAntitrust laws.Vol. 24, p. 379; Vol. 26. p. 743: Vol. 27, p. 443.*Post*, pp. 583, 823, 824.Examination of violations. provisions of the Act to regulate commerce and all Acts and amendments supplementary thereto, including the joint resolution “instructing the Interstate Commerce Commission to make examinations into the subject of railroad discriminations and monopolies in coal and oil. and report on the same from time to time,” approved March seventh, nineteen hundred and six, the sum of forty-five thousand dollars isPart of the enforcement appropriation made available. hereby transferred to said Commission, and made available for the remainder of the fiscal year nineteen hundred and six, from the balance of the appropriation of five hundred thousand dollars for the enforcement of “An Act to regulate commerce” and all Acts amendatoryVol. 32, p. 903. thereof or supplemental thereto, and other Acts mentioned in said appropriation, made in the legislative, executive, and judicial appropriation Act for the fiscal year nineteen hundred and four, and reappropriatedVol. 33, p. 1207. for the fiscal year nineteen hundred and six by the sundry civil appropriation Act, under the Department of Justice: *Provided, **Proviso.*Cost of counsel limited.That the total amount that may be expended in the employment of counsel by the Interstate Commerce Commission shall not exceed the sum of forty-five thousand dollars during the fiscal year nineteen hundred and six.
The Interstate Commerce Commission is authorized to employ suchTemporary employees*Post,* p. 823. temporary employees as it may deem necessary to carry out the provisions of said joint resolution, approved March seventh, nineteen hundred and six, and to fix their compensation; but clerks and stenographersClerks, etc. shall be appointed only on certification by the Civil Service Commission. DISTRICT OF COLUMBIA.District of Columbia. For contingent expenses of the government of the District of Columbia,Contingent expenses. including the same objects specified under this title of appropriation in the District of Columbia appropriation Act for the fiscal year nineteen hundred and six, two hundred and seventy-nine dollars and nine cents.
For contingent expenses, horseshoeing, furniture, fixtures, oil,Fire department. medical and stable supplies, harness, blacksmithing, gas and electric lighting, flags and halyards, and other necessary items, for the fire department, two thousand five hundred dollars. For the collection and disposal of garbage and dead animals, miscellaneousDisposal of garbage, etc. refuse and ashes from private residences in the city of Washington and the more densely populated suburbs; for collection and disposal of night soil in the District of Columbia, and for the payment of necessary inspection, livery of horses, and incidental expenses, 120forty-six thousand six hundred and forty-six dollars and forty-two One-half from District revenues.cents, one-half of the foregoing amounts to meet deficiencies in the appropriations on account of the District of Columbia shall be paid from the revenues of the District of Columbia and one-half from the Treasury of the United States.
WAR DEPARTMENT.War Department. Washington Barracks.Grading, etc.For completion of the contract for grading and tilling the reservation at Washington Barracks, District of Columbia, entered into by Captain John Stephen Sewell Corps of Engineers, in May, nineteen hundred and three, twenty-five thousand five hundred dollars. DEPARTMENT OF THE INTERIOR.Interior Department. San Diego County, Cal.Resurvey of certain townships in.Vol. 32, p. 728.For the completion of the resurveys in San Diego County, California, authorized by Act of Congress approved July first, nineteen hundred and two, including the surveying out by metes and bounds of all valid claims of record up to March thirty-first, nineteen hundred and six, twenty thousand dollars.
HOUSE OF REPRESENTATIVES.House of Representatives. Miscellaneous items, etc.For miscellaneous items and expenses of special and select committees, exclusive of salaries and labor, unless specifically ordered by the House of Representatives, twenty-five thousand dollars. Fuel, etc.For fuel and oil for the heating apparatus, five thousand dollars. GOVERNMENT PRINTING OFFICE.Government Printing Office. Leaves to employees.Vol. 33, p. 1212.That the Secretary of the Treasury be, and he is hereby, directed to transfer on the hooks of the Treasury Department from the amount to the credit of the appropriation for public printing and binding for the fiscal year ending June thirtieth, nineteen hundred and six, the sum of forty thousand dollars to the appropriation for leaves of absence, Government Printing Office, for the fiscal year ending June thirtieth, nineteen hundred and six, to enable the Public Printer to comply with the provisions of the law granting thirty days annual leave to the employees of the Government Printing Office during the balance of the fiscal year ending June thirtieth, nineteen hundred and six.
