CHAP. 3.— An Act To amend the Act entitled "An Act making appropriations for the Department of Agriculture for the fiscal year ending June thirtieth, nineteen hundred and four," approved March third, nineteen hundred and three. January 15, 1904. [[H. R. 9160](/us/bill/58/hr/9160).] [[Public, No. 3](/us/pl/58/3).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, Department of Agriculture. Emergency fund for eradicating contagious animal diseases.
Vol. 32, p. 1165, amended. That so much of the Act entitled “An Act making appropriations for the Department of Agriculture for the fiscal year ending June thirtieth, nineteen hundred and four,” approved March third, nineteen hundred and three, as relates to the emergency appropriation to enable the Secretary of Agriculture to stamp out and eradicate the foot-and-mouth disease and other contagious diseases of animals, to be used for no other purpose, be. find the same is hereby, amended to read as follows:
" “Emergency appropriation: To enable the Secretary of AgricultureMexican cotton-boll weevil, etc., added. to stamp out and eradicate the foot-and-mouth disease and other 6 contagious diseases of animals, and to meet the emergency caused by the ravages of the Mexican cotton-boll weevil and oilier insects and diseases affecting cotton, and for no other purpose, five hundred thousand dollars, which sum shall remain available until the close of the fiscal year nineteen hundred and five: *Provided,* That of this sum*Proviso*.Expenditure. not to exceed two hundred and fifty thousand dollars may be expended by the Secretary of Agriculture in such manner as he shall deem best, in cooperation with State experiment stations and practical cotton growers if the Secretary of Agriculture shall deem it advisable, to meet the emergency caused by the ravages of the Mexican cotton-boll weevil and other insects and diseases affecting cotton, and the remainder of the five hundred thousand dollars herein appropriated (not less than two hundred and fifty thousand dollars, however) shall be used exclusively to stamp out and eradicate foot-and-mouth disease and other contagious diseases of animals.
