CHAP. 1344.— An Act For the promotion of First Lieutenant Joseph M. Simms, Revenue-Cutter Service. June 30, 1902.[[Private, No. 1128](/us/pvtl/57/1128).] *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, Joseph M. Simms.Promotion in Revenue-Cutter Service authorized. That the President of the United States be, and he is hereby, authorized to advance Lieutenant Joseph M. Simms, Revenue-Cutter Service, one grade, from first lieu-tenant to that of captain, on the “Permanent waiting orders” list in the Revenue-Cutter Service, for meritorious acts of public service and wounds received in the United States service, its appears upon the public records of the volunteer service of the Army and Navy and of the *Proviso.*No increase of pay.Revenue-Cutter Service: *Provided*, That this Act shall not increase the pay of said Simms above that provided for a first lieutenant on the retired list, to wit, one thousand eight hundred and ninety dollars.
