May accept decoration from China. Third Nebraska Volunteer Infantry, be, and he is hereby, authorized to accept from the Emperor of China the decoration of the “Order of the Double Dragon,” in recognition of the valuable services rendered by him to the Chinese residents of the Republic of Colombia during his term of office as consul-general at Panama. Approved, March 3, 1899.
