Cowles.Payment to.States of America in Congress assembled*, That the Secretary of the Treasury is required to pay to William A. Cowles the sum of one thousand dollars, out of any money in the Treasury not otherwise appropriated, in full for his services as an employee of the United States from March first, eighteen hundred and seventy-eight, to November first, eighteen hundred and seventy eight, in the geographical surveys west of the one hundredth meridian, under the direction of Lieutenant George M.
