February 4, 1899. *Be it enacted by the Senate and House of Representatives of the United John Willoughby.Granted honorable discharge.States of America in Congress assembled*, That the Secretary of War be, and he is hereby, authorized and directed to remove the charge of desertion standing on the records of the War Department against .John Willoughby, of Washington, Kansas, late of Company C, Eighteenth United States Infantry, and grant him an honorable discharge in said company as of date of the end of his term of enlistment therein: *Proviso*.No pay. etc.*Provided*, That no pay, bounty, or other emoluments shall become due or payable by virtue of the passage of this Act.
