CHAP. 174.— An Act To amend the record of William H. De Freest. May 11, 1896. *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*, William H. De Freest.Granted honorable discharge.*Proviso*.No pay, etc.That the Secretary of War be directed to amend the record of the War Department in the case of William H. De Freest, late second lieutenant of Company B, First Iowa Cavalry, so as to grant him an honorable discharge: *Provided,* That this Act shall not be construed to give to said William H.
De Freest any pay or allowance for any period of time lie was absent without leave, and not in the performance of military duty, or to such time as he would have been discharged by limitation of time of enlistment or otherwise. Received by the President, April 29, 1896. [Note by the Department of State.—The foregoing act having been presented to the President of the United States for his approval, and not having been returned by him to the house of Congress in which it originated within the time prescribed by the Constitution of the United States, has become a law without his approval.]
