CHAP. 677.— An Act granting an honorable discharge to Howard WillisonMarch 3, 1891. *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*,Howard Willison.Honorable muster-out. That the President of the United States be, and he is hereby, authorized to revoke and set aside so much of Special Orders numbered one hundred and ninety, War Department. Adjutant-General’s Office, dated Washington, May twenty-eighth, eighteen hundred and sixty-four, as dismissed Second-lieutenant Howard Willison, One hundred and third Illinois Volunteer Infantry, and to grant and to cause to be issued to said Willison a certificate of honorable muster out of the service as of the date of May twenty-eighth, eighteen hundred andsixtvfour:*Proviso*.No pay, etc. *Provided,* That said Howard Willison shall not be entitled by virtue of this act to any pay of allowance, subsequent to May twenty-eighth, eighteen hundred and sixty-four.
