CHAP. 648.— An Act for the relief of David H. Russell.March 3, 1891. *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*,David H. Russell.Charge of desertion removed. That the Secretary of War be, and he is hereby, authorized and directed to remove the charge of desertion standing on record against David H. Russell, late a private in Company, C, Eleventh Regiment Pennsylvania Re-serve Volunteer Corps: *Provided,* That the said David H. Russell*Proviso.*No pay, etc. shall not be entitled to any pay or allowance for the time he was absent from his company without leave. Approved, March 3, 1891.
