CHAP. 4.— An act for the relief of General George Stoneman.December 15, 1890. *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*,George Stoneman. To be appointed and retired a colonel of Infantry in the army. That the President be. and he is hereby, authorized to nominate, and, by and with the ad vice and consent of the Senate, to appoint George Stoneman, late a major-general United States Volunteers, to the position of colonel of infantry in the Army of the United States, and to place him on the retired' list of the Army as of that grade, the retired list beingGrade. thereby increased in number to that extent, and all laws and parts of laws in any manner in conflict herewith are hereby suspended for this purpose only.
