CHAP. 390.— An Act granting an increase of pension to Eugene A. Osborn.February 28, 1891. *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*,Eugene A. Osborn.Pension Increased. That the Secretary of the Interior be, and he is hereby, authorized and directed, subject to the provisions and limitations of the pension laws, to increase the pension of Eugene A. Osborn, late a private in Company A, of the ‘Third Regiment of Ohio Cavalry Volunteers, to sixty dollars per month: *Provided, however*, That if he shall become totally blind his*Proviso.*Total blindness. pension therefor shall be rated in accordance with the provisions of general laws.
