CHAP. 1279.— An Act for the relief of J. L. Cain and others.October 1, 1890. *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*,Cotton claims.Payment of. That the Secretary of the Treasury be, and he is hereby, authorized and directed to pay, out of any money in the Treasury not otherwise appropriated, the respective sums of money as hereinafter provided to the respective persons named herein, or to their heirs or legal representatives, to wit, for cotton taken by order of General A.
