CHAP. 57.— An act authorizing the President of the United States to appoint Lieutenant William P. Randall a lieutenant-commander on the retired-list of the Navy.Apr. 17, 1886. *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*,William P. Randall. President authorized to appoint, lieutenant-commander on the retired-list. That the President of the United States be, and is hereby, authorized to nominate and, by and with the advice and consent of the Senate, to appoint Lieutenant William P.
Randall, United States Navy, a lieutenant-commander on the retired-list of the Navy with the retired pay of that grade from the date of such appointment. Received by the President, April 5, 1886. [Note by the Department of State.— The foregoing act having been presented to the President of the United States for his approval, and not having been returned by him to the house of Congress in which it originated within the time prescribed by theConstitution of the United States, has become a law without his approval.]
