CHAP. 365.— An Act to provide for the erection of a public building in the city of Dayton, Ohio.Mar. 3, 1887. *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*,Dayton, Ohio.Public building. That the Secretary of the Treasury be, and he hereby is, authorized and directed to purchase or otherwiseSite. provide a suitable site, and cause to be erected thereon, at the city of Dayton, in the State of Ohio, a substantial and commodious public building, with fire proof vaults, for the use and acommodation of the post office, internal-revenue office, pension office, and for other Government uses.
The site, and the building thereon, when completed accordingPlans, etc. to plans and specifications to be previously made and approved by the Secretary of the Treasury, shall not exceed the cost of one hundred Limit.and fifty thousand dollars; nor shall any site be purchased until estimates for the erection of a building which will furnish sufficient accommodations for the transaction of the public business, and which shall not exceed in cost the balance of the sum herein limited after the site shall have been purchased and paid for, shall have been approved by the Secretary of the Treasury; and the site purchased shall leave the Open space.building unexposed to danger from fire in adjacent buildings by an open space of at least fifty feet, including streets and alleys; and for the Appropriation.purposes herein mentioned the sum of one hundred and fifty thousand dollars is hereby appropriated, out of any moneys in the Treasury not Other- 545wise appropriated, to be expended under the direction of the Secretary of the Treasury: *Provided*, That no part of said sum shall be expended*Proviso*.Title. until a valid title to the said site shall be vested in the United States, and the State of Ohio shall cede to the United States exclusive jurisdiction over the same, during the time the United States shall be or remain the owners thereof, for all purposes except the administration of the criminal laws of said State and the service of any civil process therein.

The President of the United States having returned to the Senate, in which it originated, the bill entitled “An act to provide for the erection of a public building in the city of Dayton, Ohio,” with his objections thereto, the Senate proceeded, in pursuance of the Constitution, to reconsider the same; and *Resolved*, That the said bill do pass, two-thirds of the Senate agreeing to pass the same.

The House of Representatives having proceeded, in pursuance of the constitution, to reconsider the bill entitled “An act to provide for the erection of a public building in the city of Dayton, Ohio,” returned to the Senate by the President of the United States with his objections and sent by the Senate to the House of Representatives with the message of the President returning the bill; and *Resolved*, That the bill do pass two-thirds of the House of Representatives agreeing to pass the same.
