CHAP. 4.— An Act granting the right of way to the city of Newport, Rhode Island, over the breakwater at Goat Island.Dec. 20, 1884. *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*,Right of way granted to the city of Newport, R. I., across breakwater at Goat Island, for drainage.*Proviso*. That the city of Newport, Rhode Island, is hereby granted the right to construct and maintain a sewer for drainage purposes through or across the breakwater at Goat Island, subject to such conditions as the Secretary of War may prescribe: *Provided*, That such conditions shall be accepted by the city of Newport before the work herein authorized shall be commenced.
