CHAP. 396.— An Act for the relief of Rosa Vertner Jeffrey and others.March 3, 1885. *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*,Rosa Vertue: Jeffrey.Claim for pro needs of cottoi seized, referred to Court of Claims. That the claim of Rosa Vertner Jeffrey and the legatees of Claude M. Johnson for the proceeds or value of eight hundred and twenty bales of cotton alleged to have been appropriated by and to the use of the United States be, and the same is hereby, referred to the Court of Claims, with jurisdiction to hear and determine the same; and if it shall appear to the satisfaction of the said court that the said cotton, or any part thereof, was actually and lawfully seized and removed by the authorized agents of the United States, the court shall enter judgment for the reasonable value of said cotton, not exceding the net proceeds of cotton taken at or about the same time in the same locality, which judgment shall be payable from the net proceeds actually in the Treasury of cotton received by the Treasury agents *Provisos*.at Vicksburg against which no valid claim exists: *Provided*, That it shall also appear to the said court that the owners of the said cotton were in fact loyal to the Government of the United States during the late war: *And provided further*, That the sum paid out of said specific fund shall be in full satisfaction of said judgment.
