CHAP. 1.— An Act granting the franking privilege to Lucretia R. Garfield.Dec. 20, 1881. *Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled*,Franking privilege granted to Lucretia R. Garfield. That all mail matter carried by post to Lucretia R. Garfield, widow of the late James A. Garfield, or sent by her, under her written autograph signature, be conveyed free of postage during her natural life. Approved, December 20, 1881.
