## SEC. 113 QUALIFICATIONS-BASED SELECTION It is the sense of Congress that airports should consider the use of qualifications-based selection in carrying out capital improvement projects funded using passenger facility charges collected under section 40117 of title 49, United States Code, with the goal of serving the needs of all stakeholders. ## Subtitle C Fees for FAA Services
