## SEC. 306 TEMPORARY PERSONNEL AUTHORIZATIONS FOR CRITICAL LANGUAGE TRAINING Section 102A(e) of the National Security Act of 1947 (50 U.S.C. 403-1(e)) is amended by— ####
(1)redesignating paragraph
(3)as paragraph (4); and ####
(2)inserting after paragraph
(2)the following new paragraph: > > #### “(3) > > > #####
(A)> > In addition to the number of full-time equivalent positions authorized for the Office of the Director of National Intelligence for a fiscal year, there is authorized for such Office for each fiscal year an additional 100 full-time equivalent positions that may be used only for the purposes described in subparagraph (B). > > > ##### “(B) > > Except as provided in subparagraph (C), the Director of National Intelligence may use a full-time equivalent position authorized under subparagraph
(A)only for the purpose of providing a temporary transfer of personnel made in accordance with paragraph
(2)to an element of the intelligence community to enable such element to increase the total number of personnel authorized for such element, on a temporary basis— > > > ###### “(i) > > during a period in which a permanent employee of such element is absent to participate in critical language training; or > > > ###### “(ii) > > to accept a permanent employee of another element of the intelligence community to provide language-capable services. > > > ##### “(C) > > Paragraph (2)(B) shall not apply with respect to a transfer of personnel made under subparagraph (B). > > > ##### “(D) > > The Director of National Intelligence shall submit to the congressional intelligence committees an annual report on the use of authorities under this paragraph. Each such report shall include a description of— > > > ###### “(i) > > the number of transfers of personnel made by the Director pursuant to subparagraph (B), disaggregated by each element of the intelligence community; > > > ###### “(ii) > > the critical language needs that were fulfilled or partially fulfilled through the use of such transfers; and > > > ###### “(iii) > > the cost to carry out subparagraph (B).” > .
