Notwithstanding section 1101, the level for “Institute of Museum and Library Services, Office of Museum and Library Services: Grants and Administration” shall be $237,869,000: *Provided,* That the amounts included under such heading in division D of Public Law 111-117 shall be applied to funds appropriated by this division by substituting “$0” for “$16,382,000”.
