Of the unobligated balances available for “Department of Homeland Security, Transportation Security Administration”, $15,000,000 is rescinded: *Provided*, that the Transportation Security Administration shall not rescind any unobligated balances from the following programs: explosives detection systems, checkpoint support, aviation regulation and other enforcement, and air cargo.
