Notwithstanding section 1101, the level for “Related Agencies and Food and Drug Administration, Independent Agencies, Commodity Futures Trading Commission” shall be $202,675,000, to remain available until September 30, 2012: *Provided*, That the proviso under such heading in Public Law 111-80 shall not apply to funds provided by this division: *Provided further*, That not less than $37,200,000 shall be for the highest priority information technology activities of the Commission.
