Of the unobligated balances from prior year appropriations available for “Corps of Engineers—Civil, Department of the Army, Construction”, $100,000,000 is rescinded, to be derived from the Continuing Authorities Program: *Provided*, That of the unobligated balances made available for accounts under the heading “Corps of Engineers—Civil, Department of the Army” in Public Law 110-161 or any appropriation Act prior to such Act, $76,000,000 is rescinded (in addition to funds rescinded in the previous proviso).
