Notwithstanding section 1101, the level for “Department of Energy, Energy Programs, Strategic Petroleum Reserve” shall be $209,861,000: *Provided*, That of the funds appropriated in Public Law 110-161 under this heading for new site land acquisition activities, $14,493,000 is rescinded: *Provided further*, That of the funds appropriated in Public Law 110-329 under this heading for new site expansion activities, beyond land acquisition, $31,507,000 is rescinded: *Provided further*, That of the funds appropriated in Public Law 111-85 under this heading, $25,000,000 is rescinded.
