## SEC. 4 EFFECTIVE DATE **[**[12 U.S.C. 5301 note](/us/usc/t12/s5301)**]** Except as otherwise specifically provided in this Act or the amendments made by this Act, this Act and such amendments shall take effect 1 day after the date of enactment of this Act.
