(b)Authorization of Appropriations There are authorized to be appropriated to the Secretary of Homeland Security to carry out the amendments made by subsection (a)— ####

(1)$25,000,000 for fiscal year 2005; ####

(2)$40,000,000 for fiscal year 2006; and ####

(3)$40,000,000 for fiscal year 2007.
