## SEC. 111 AUTHORITY **[**[20 U.S.C. 4331](/us/usc/t20/s4331)**]** For the purpose of providing a residential facility for postsecondary technical training and education for individuals who are deaf in order to prepare them for successful employment, the institution of higher education with which the Secretary has an agreement under this part is authorized to operate and maintain a National Technical Institute for the Deaf.2 2Public Law 100–202 (101 Stat. 1329–281) and Public Law 100–436 (102 Stat. 1706) each provide in part that “none of the funds provided herein may be used to subsidize the tuition of foreign students”.
