## SEC. 216 ALLOCATION REQUIREMENT **[**[20 U.S.C. 6146](/us/usc/t20/s6146)**]** The Secretaries shall establish the minimum and maximum amounts available for an implementation grant under section 212, and shall determine the actual amount granted to any State under such section, based on such criteria as the scope and quality of the plan described in section 213(d) and the number of projected participants in programs carried out through the system.
