## Sec. 104 state administrative costs **[**[8 U.S.C. 1522 note](/us/usc/t8/s1522)**]** The Secretary is authorized to pay to each State educational agency amounts equal to the amounts expended by it for the proper and efficient administration of its functions under this Act, except that the total of such payments for any period shall not exceed 2 percent of the amount which that State educational agency receives for that period under this Act.
