## SEC. 7 SPECIAL RULE **[**[20 U.S.C. 2306](/us/usc/t20/s2306)**]** In the case of a local community in which no employees are represented by a labor organization, for purposes of this Act, the term “**representatives of employees**” shall be substituted for “labor organization”.
