## SEC. 218 LIMITATION ON FEDERAL REGULATIONS **[**[20 U.S.C. 2398](/us/usc/t20/s2398)**]** The Secretary may issue regulations under this Act only to the extent necessary to administer and ensure compliance with the specific requirements of this Act.
