## Sec. 12 **[**[16 U.S.C. 669i](/us/usc/t16/s669i)**]** The Secretary of Agriculture9 is authorized to make rules and regulations for carrying out the provisions of this Act. 9Reorganization Plan No. II of 1939, transferred functions of the Secretary of Agriculture relating to conservation of wildlife, game, and migratory birds to the Secretary of the Interior.
